Reform Act. When the Duke of Wellington failed to recruit other significant figures into his cabinet, William was forced to ask Grey to return to office. In his attempts to frustrate the will of the electorate, William IV lost the popularity he had enjoyed during the first part of his reign. The popular enthusiasm for their plan of reform and ‘the bill, the whole bill, and nothing but the bill’ went beyond anything previously encountered in British politics. It resulted in a nationwide movement that saw Grey and his leading Whig ministers – his son-in-law Lord Durham, Lord John Russel l, Lord Brougham and Lord Althorp.
